Description: In February 1983, regulation went into effect under provisions of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) and concurrent State of Illinois statutes regarding subsidence liability for Underground Coal Mining. Areas of active mines in operation prior to that date fall under a different regulatory regime and must be clearly differentiated from later mining. The polygons of this feature class identify areas of underground coal mines in operation on 1 Feb 1983 that are exempt from the current mining regulations. These areas are also referred to informally as "pre-law", and the boundary is often called the "83 mining line".
