This dataset shows the boundaries of all coal-mining permits issued in Illinois from 1977 to present. Some attribute fields were modified in JAN 2009 to reflect standards presented in ASTM D7384-07.
Purpose:
To overlay on any base map to show the historical record of Illinois mining permits at regional scales.
Supplemental_Information:
The basic unit of spatial data maintained by the LRD GIS Laboratory is the Permit Boundary Layer, a compilation of the boundaries of all coal-mine permits issued by the State of Illinois since February 1, 1983, when the state first implemented its permanent rules in fulfillment of the federal Surface Mining Control and Reclamation Act (SMCRA) of 1977.

Process_Description:
This dataset was originally created in 1998 by combining the individual mining-permit area coverages from all over Illinois into a single statewide coverage. Adjustments were made in areas of overlaps and gaps by overlaying the perm98 (as it was known then) over background county coverages of roads, rails, sections, and streams. Each polygon was then coded with attribute information derived from the text-only coalperm.db (Paradox database file) used by LRD to store permit records. The statewide permits dataset is updated each year with new permits, boundary revisions, and status changes. Updated versions are renamed using the current calendar year as the last 4 characters of the name.

An inspectable unit is defined as a coal mining operation for which an inspection obligation exists under 30 CFR 840.11 or 842.11. These numbers are issued sequentially. The 2009 unit numbers are in a range from 1240 to 1250.
